The Canadian government has implemented profound transformations in the international student program with the aim of reducing the volume of temporary residents, combating fraud by private educational institutions, and alleviating pressure on housing markets and public infrastructure.
If you plan to study and immigrate to Canada, the current scenario requires much more planning and strategic choices.
1. Stricter Post-Graduation Work Permit (PGWP)
The post-graduation work permit (PGWP) continues to be an excellent path to accumulate work experience in Canada, but the eligibility rules have become stricter:
- Field of Study Requirement (Technical Courses/Certificates): If you complete a technical course, diploma, or certificate that does not confer a university academic degree, you will only be eligible for the PGWP if your program is aligned with the official list of in-demand fields (focused on critical sectors such as health, STEM, trades, transportation, and agriculture). Graduates of university bachelor’s, master’s, and doctoral degrees are exempt from this field restriction.
- Mandatory Language Proficiency Proof: To apply for the PGWP, it is now mandatory to present a valid language proficiency exam:
- CLB 7 (English or French) for graduates of university courses (bachelor’s/master’s/doctorate).
- CLB 5 (English or French) for graduates of college/technical level courses (diplomas or certificates).
- Application Window: The maximum deadline of 180 days after the issuance of the official course completion document by the institution remains.
2. Severe restrictions on spousal open work visas (SOWP)
The right to the Spousal Open Work Permit (SOWP) has suffered strong restrictions:
- Sponsoring Student Eligibility: The spouse of an international student is only eligible for the SOWP if the primary student is enrolled in master’s programs (with a minimum duration of 16 months), doctoral programs, or in certain specific professional degrees at universities (such as Medicine, Law, Nursing, and Engineering).
- Spouses of students enrolled in general bachelor’s degrees, diploma courses, or regular post-secondary certificates are not eligible for the SOWP.
- Last Term Rule: SOWP applications (or renewals) submitted when the student is taking their last academic term of studies are refused by the IRCC.
3. High Financial Proof (Cost of Living)
To obtain the study permit, you must demonstrate resources for tuition, transportation, and cost of living. For applications submitted since September 1, 2025, the federal subsistence amount for one person outside of Quebec is $22,895 CAD, not including tuition and transportation. The IRCC updates this table periodically.
For Quebec, the minimum financial capacity amounts for housing and food in 2026 have also been adjusted to $24,617 CAD (for 1 person).
4. National Visa Cap and Provincial Attestation Letter (PAL)
The IRCC maintains a national limit (cap) for study permit applications. In most cases, undergraduate and technical training students need a Provincial Attestation Letter (PAL). Since January 1, 2026, master’s or doctoral students at designated public institutions are exempt, as well as kindergarten, primary, and secondary students and other groups provided for by the IRCC.

I am already studying in Canada with an active SOWP. Will I be affected retroactively?
No. Most SOWP exclusion rules apply to new applications or renewals following the announcement of the new policies.
Where do I check the eligible fields of study for the PGWP for technical courses?
You must check the official CIP (Classification of Instructional Programs) code table made available on the Canadian immigration website to confirm if your intended course is part of the approved list.
How does it work for those going to the province of Quebec?
In Quebec, the process of issuing the Provincial Attestation Letter (PAL) was integrated into the Quebec Acceptance Certificate (CAQ) process itself. Upon receiving the digital approval of the CAQ, it already serves the purposes of provincial attestation with the IRCC.
Final thoughts
The Canadian educational model as an easy gateway to immigration has been profoundly restructured. Short courses or those in private institutions with curriculum licensing have lost much of their immigration appeal due to the loss of eligibility for the PGWP.
The path recommended by the government for those wishing to settle in the country is to focus on higher university programs (bachelor’s, master’s) or on technical courses strictly aligned with the essential sectors of the country’s economy.
